        <![CDATA[<p><strong>NORTHWEST SEAPORT NOTICE TO CONSULTANTS FOR<br />Preliminary Engineering Assessment Lightship No. 83 Rehabilitation Grant</strong><br />&nbsp;</p><p>Northwest Seaport (NWS) solicits interest from consultants with expertise in historic ship preservation and rehabilitation to conduct a preliminary engineering assessment (PEA) on the historic Lightship&nbsp; No. 83 (LV No. 83, now designated as &ldquo;Swiftsure&rdquo;).&nbsp; NWS is a certified 501 (C)3 Non-profit organization and has received federal grant funds, distributed through the Washington State Department of Transportation (WSDOT), to rehabilitate the LV No. 83 for use as a heritage vessel and to provide public programming.&nbsp; Phase one of this project is to conduct a PEA.&nbsp; <br /></p>]]>
        <![CDATA[<p><strong>Project Description:&nbsp;</strong> <br />The work to be performed under this solicitation is for Phase One, which consists of conducting a PEA of the current status of many of the LV No. 83&rsquo;s components and to prepare a report describing options and priorities that could be addressed with the federal funds available to NWS.&nbsp; Results of this PEA will be used as guidance by NWS and future consultants for decision-making on how to conduct rehabilitation activities and to prioritize shipyard work.&nbsp; This initial project is for the preliminary design phase only, which may lead to Phase Two.&nbsp; NWS may exercise an option to extend the consultant&rsquo;s participation to Phase Two, which involves moving the LV No.83 to a shipyard to complete the rehabilitation of structures such as hull plating, superstructures, decks, and other components, as identified by the PEA.&nbsp; During Phase two a consultant will be selected for final design, project management, and shipyard selection.&nbsp; The option to extend would be exercised via a supplemental agreement.&nbsp; The Secretary of the Interior&rsquo;s Standards for Historic Vessel Preservation Projects (1990) will be followed while accomplishing the grant and should be considered by the consultant. &nbsp;<br /><strong><br />Objectives:</strong><br />a)&nbsp;&nbsp; &nbsp;Review grant documents and the Preservation Approach for the LV No. 83 (available from NWS) to become familiar with project goals.<br />b)&nbsp;&nbsp; &nbsp;Review past work such as hull soundings (plate thickness) and conduct an assessment of the current condition of the vessel and its parts relevant to the grant.<br />c)&nbsp;&nbsp; &nbsp;Create a prioritized list of work items to be completed under the grant commensurate with vessel stability, preservation, restoration, and safety.<br />d)&nbsp;&nbsp; &nbsp;Preservation of as much historic fabric as is possible and in accordance with federal, state, and Seattle standards for historic landmark preservation.<br />e)&nbsp;&nbsp; &nbsp;Recommend a course of action on how work items should be accomplished and describe recommended methods and provide estimates of labor and materials.&nbsp; &nbsp;<br /><br /><strong>Deliverables:</strong>&nbsp; <br />The consultant will provide recommendations to NWS that will facilitate obtaining approval from the Washington Department of Archaeology and Historic Preservation and guide NWS in effectively prosecuting the LV No. 83 Rehabilitation grant.&nbsp; The consultant shall describe the methods, resources, and materials used to provide the recommendations.&nbsp; For each recommended action the consultant shall provide a description of methods and an estimate of materials and labor needed.&nbsp; The final report should be provided in writing and electronic MSWord format.&nbsp; Diagrams and digital photographs should be included where they will help to illustrate the recommendations. &nbsp;<br /></p><p>Timeline:&nbsp; Selection of a consultant should occur within 10 days after the bid due date.&nbsp; The consultant should be available to complete their on-board work within 4 weeks after award.&nbsp; A draft report of their findings and recommendations should be made available within 10 working days after the on-board work is completed and a final copy provided after review comments are incorporated.&nbsp; All work should be completed within 60 days. <br /><br /><strong>Evaluation Criteria:</strong>&nbsp;</p><p> Pursuant to state and federal regulations, a qualifications-based selection process will be used to select a consultant for this project.&nbsp; NWS encourages disadvantaged, minority, and women-owned consultant firms to respond.&nbsp; Proposals will be evaluated based on:<br />1.&nbsp;&nbsp;&nbsp; Qualifications of the consultant, including knowledge of shipyards, project management, and estimation of materials and labor (25 points)<br />2.&nbsp;&nbsp;&nbsp; Demonstrated experience with large ships, including wood and metal structures (20 points)<br />3.&nbsp;&nbsp;&nbsp; Cost-effective proposal (20 points)<br />4.&nbsp;&nbsp;&nbsp; Ability to create reports noted in the deliverables (15 points) <br />5.&nbsp;&nbsp;&nbsp; Past experience in working with historic vessels and knowledge of the Secretary of the Interior&rsquo;s Standards for Historic Vessel Preservation Projects&nbsp; (15 points)<br />6.&nbsp;&nbsp;&nbsp; Knowledge of Federal Highway Administration funded project requirements (5 points -- http://www.fhwa.dot.gov/wadiv/wadivsa.htm)<br /><br /><strong>Submittal:</strong>&nbsp; Submittals should address the items noted in the evaluation criteria and should also include Firm Name, phone and fax numbers, Name of Principle-in-Charge and Project Manager.&nbsp; The skills and certifications of other personnel (subcontractors) to be used should be identified, as should the ability to meet the schedule.&nbsp; Cost factors should be noted, including the value of any services expected to be donated to NWS.<br /><br />Consultants are invited to submit their proposals at their own cost.&nbsp;
